NGOs have been active in East Timor since the 1980s with the formation of ETADEP (Ema Mata Dalan ba Progresu) to assist with agricultural development in the years of hunger during military operations of the occupying Indonesian forces.
FONGTIL was first established by fourteen NGOs in 1998. After recovering from the destruction following the referendum in 1999, and with support from UN-OCH and OXFAM, FONGTIL became the independent umbrella organization for both National and International NGOs operating in Timor-Leste.
FONGTIL is a national umbrella membership-based non-government organization, for Local, National and International NGOs in Timor-Leste that share a belief to FONGTIL’s vision, mission, principles and objectives.
FONGTIL and its member organizations are non-profit, non partisan and non-sectarian, as detailed in FONGTIL Statutes and Code of Ethics.
Timor Leste is a developed nation which is prosperous and free from exploitation, discrimination and corruption, upholds the principles of fairness, justice and democracy, in which citizens are supported and represented by a strong and independent civil society.
Promote and advocate in all sectors for the wellbeing and interests of all Timorese citizens;
work towards ensuring that the people of Timor-Leste are free from all forms of injustice, including poverty, exploitation and discrimination, and have the opportunity to participate openly and freely in the political and democratic decision-making process;
Strengthen the NGO sector to be an effective voice for all Timorese citizens, especially the most vulnerable members of our community.
